In response to your inaugural speech of 29th May, 2015, I gladly wish to extend my profound commendations especially on your candid resolve and show of concern for a number of endemic issues raking havoc on the nation’s development, unity and progress. I am greatly reprieved of my sleepless nights of worries for not only identifying them as our predicaments but proffering promising solutions to the teeming problems.
In effect, encomiums must be showered on your categorical and unbiased statements on the issue of security especially as regards to the Boko Harram Insurgency, the Niger-Delta Militancy and general insecurity in the country. All things being equal, your strategies for a head-on tackling of the monster terrors devastating the peaceful co-existence of the peace-loving citizens of this great nation is a big plus “no pleasant pigeon nor a wild duck can have a chance against”.
With reference to this passionate statement of purpose in your inaugural speech – “unemployment, notably youth’s unemployment features strongly in our Party’s Manifesto. We intend to attack the problem frontally through revival of agriculture, solid minerals mining as well as credit to medium size businesses to kick-start these enterprises. We shall quickly examine the best way to revive major industries and accelerate the revival and development of our railways, roads and general infrastructure”, I feel highly touched and thus on my honor as an advocate of people-oriented governance, wish to offer my little suggestions to move this beloved nation forward to join other great nations in the world.
Yes, my said suggestions shall for now domicile more on this statement in your speech – “we intend to attack the problem frontally through revival of agriculture, solid minerals mining as well as credit to medium-size businesses to kick-start these enterprises”. The major factor is revival of these key sectors which should be the bed-rock of our economy especially as regards to our admirable – weather, climate, soil fertility, water and human resources, labor force etc that bequeath us a huge comparative advantage over most countries but neglected over the years, depending only on oil for national planning.
Be that as it may, I wish to reiterate here that laudable as this agenda may be, implementation is utmost, if not, not.
Foremost, my suggestions are as follows:
1. Mention must be made on my emphasis in my prior episodes – the need to over-haul the system, to delve into pot of profiles of those to form your core cabinet – the ministers etc. There is great need for an in-depth shopping for those selfless men/women with passion enough to translate the reformation agenda as entrenched in your Party’s Manifesto into reality via people-oriented and transparent leadership.
2. Empowering the major institutions – EFCC, ICPC, SSS, SON, JUDICIARY, NPF, NAFDAC, INEC etc, to wake up to their duty and constitutional obligation as sworn in the oath before the entire nation. There is dire need for creation of a special presidential task-force and monitoring team as watch-dog and quality supervisory role, for prompt feedback to the president. The team shall be made up of our illustrious sons and daughters here and in diasporas with integrity, values, conscience and patriotic enough to occupy such an office.
3. To carry out a massive reformation exercise on the police force and the judiciary with regards to their important role as law enforcement body. In view of this, I suggest deployment of the youth service corps members to the police service as area of their primary assignments and retention of those with special performance and or interested to apply for recruitment. This involvement shall help to inject graduates in the force and hence, bring over-haul in the system in general.
4. Importantly, deployment of the youth coppers for utility purpose in the educational sector shall help rejuvenate the fallen standard of education in the country. If the coppers are deployed to schools for the purpose of readership (what America call reader), it shall improve our education. This means that after normal teaching periods by the regular teachers, the coppers shall resume extra classes with the pupils/students for more light and explanations on the topics already taught by the regular teachers. This is to help the pupils/students digest and sink into their memory, the treated topics preparatory to next day’s topic(s).
5. Above all, INEC as our electoral and campaign regulatory commission shall be pensively reformed and genuinely empowered to align with its name – “Independent Electoral Commission” (with special emphasis on its INDEPENDENCE). This is bearing in mind that the commission as our chosen path-way for on-ward transparent elections in the country needs total reform. When this is achieved, our political domain shall be entrenched with more of credible men/women than charlatans and hence, shall create vent for voting those that did not perform out of office.
6. The agricultural sector is vital to the development of every economy and as a matter of fact, the core conduit for sustainable job creation, rapid industrialization and poverty alleviation. On this premise, I advocate total rejuvenation of this sector through full scale mechanized farming. To achieve this, all tiers of government (local, state and federal governments) are to join hands in the scheme. By dialogue for mutual understanding, each tier shall map out vast area of land for mechanized agriculture and also contribute in its finances in proportion to their financial capacity.
However, the federal government as the chief coordinator, executor and umpire of the scheme shall shop for mechanized aggro-base countries and farmers as to contract them for full agricultural scheme in those farm lands mapped out by the three tiers. Thank God for today’s development that made it possible for countries to woo expertise of foreign firms, developers, investors etc for development or establishment of one project or the other without an upfront contract payment but through gradual recoup of the invested funds with interest from proceeds of the project upon memorandum of understanding (MOU) and agreement sealed in bond. Furthermore, the MOU shall include training of personnel and manpower in mechanism and methodology to ensure a sustainable mechanized system of agriculture in the country.
In alternative, the federal government can partner with our finance institutions, multinationals, entrepreneurs, individuals, religious bodies and African Development Bank (ADB)etc to finance the scheme. In all, whichever way the noble scheme is achieved will definitely stabilize the economy and of course, take it to glorious level. Achievement of this fit shall conquer unemployment situation in the country, alleviate poverty, put food on the table, improve standard of living of our people and above all, provide us with a crime-reduced society we shall all cherish and enjoy.
In the same vein, such methods of engaging expertise of foreign contractors, investors, developers without upfront contract payment can be applied in the power sector, railway, roads etc. Like I always advocate, to avoid compromising quality, absolute care must be taken in contracting very reputable ones to undertake establishment of such major projects upon agreement on gradual recoup of their invested funds over a stipulated time frame as may deem convinient for total rejuvenation of the economy in the long-run. Meanwhile, the three tiers shall partake in the dividends from the proceeds in accordance with their proportional financial input in the scheme while other financiers (like the banks etc) shall get their refunds in money worth with agreed interests for encouragement against future dealings with them.
My subsequent suggesttions shall be on credit to medium size businesses to kick-start our enterprises.
“The work is plenty but the labourers are few” – I remain in prayers for God’s wisdom to enable you lead His flock under your care. If you fail, all of us who supported your candidacy failed also, hence this need for all hands to be on deck.
